Chairman - Sir Neville Simms - Biography
Sir Neville Simms was awarded a knighthood by Her Majesty the Queen for services to the Construction industry in the 1998 New Year Honours List. In July 1999 he became Chairman of Carillion plc, a new company formed by the de-merger of the Tarmac Group's Construction Services business. He was previously Group Chief Executive and Deputy Chairman of Tarmac plc, which he joined in 1970 He is a Chartered Civil Engineer. He became Non-executive Chairman of International Power in October 2000, having been a non-executive Director of National Power plc from 1998. He was a member of the Court of the Bank of England (1995-02), Chairman of the UK Government's New Deal Task Force for the Construction Industry (2000-02) and was a member of the main New Deal Task Force from 1999 to 2001. He was appointed to the President's Committee of the CBI in 1998- and became a Trustee of the Foundation for the Built Environment in 2002 (Now the BRE Trust). He was a member of Trade Partners UK Business Advisory Panel 2001-2002. He is Co-Chairman of the Members Assembly of Transmanche Link 1994 - date. He was a founder member of the Chancellor of the Exchequer's Private Finance Panel (1993-1999); Chairman of the Major Contractors Group (1996-1999); and was elected a Fellow of the Royal Academy of Engineering (FrEng) in 1996. Sir Neville was Chairman of Business in the Community in the West Midlands (1998-2001) and previously Chairman of the Balsall Heath Employers' Forum for Business in the Community (1994-1998). Dr Timothy Stone - BiographyIs the International Chairman of KPMG's PPP Advisory Services business and is the Chairman and founder of KPMG's Financing Group. The Financing Group is the largest independent debt advisory team in Europe whose senior members have either lent, arranged or advised on around $200bn of funding in major markets around the world during their careers. Amongst his other activities, he recently led the advisory team for the Department for Transport and H.M. Treasury on the government's review of the rail industry. He is leading KPMG's financial advisory team on the MoD's Future Strategic Tanker Aircraft deal, which is estimated to have a value in excess of £13billion and is also a lead advisor on the £20billion Military Flying Training Services deal. He has been heavily involved in many major acute hospital transactions, road and IT PFI deals, including the NHS' £3.2bn national IT program and the Department for Work & Pensions Accord deal which is the largest non-military IT procurement in Western Europe. He was also heavily involved in the creation of the LIFT program. He is a regular author and speaker on PPP and public service reform, having written the introduction and overview section of Butterworth's standard text on PPP/PFI. Tim is a non-executive director of the European Investment Bank; he was a founder member of the CBI's Public Services Strategy Board and is Chairman of IFSL's PPP Export Group. International Financial Services London was formerly known as British Invisibles and was formed by the Bank of England and the Corporation of London to promote the UK financial services market overseas. He is also a member of the Council of the Institute for Education, London University's specialist research and teaching post-graduate college. He is a member of the Department of Health Commercial Directorate advisory board and is a member of the DfES Minister for School's advisory panel for Building Schools for the Future. Prior to joining KPMG, he was a Director at SG Warburg & Co where he was a founder member of the operator of one of the largest PFI deals signed to date - for the Channel Tunnel Rail Link. Before joining SG Warburg with his team in the late eighties, he was a Managing Director at Chase Manhattan in New York where he ran one of the bank's international businesses for a number of years. He spent his undergraduate and graduate career at St. Catherine's College, Oxford where he read chemistry, specialising in diatomic spectroscopy and the electronic structure of molecules; during his academic career he also taught Physical Chemistry for Oriel College, Oxford when not playing the double bass. Jonathon Porritt - BiographyDavid Fison M.A. C.Eng., F.I.C.E - BiographyDavid Fison (53) is Chief Executive of Skanska UK Plc, one of the leading construction companies worldwide. His strategy for Skanska UK is to develop the company to be the best at integrated project delivery - however clients wish that delivered - in order to eliminate the physical, human, time and intellectual waste inherent in the current way construction is procured and to meet his clients' output needs. David is a Fellow of the Institute of Civil Engineers and was a founder board member of The Movement for Innovation. He believes that change is driven through behaviours and that by aligning behaviours, exceptional performance and achievement can be delivered. David has had responsibilities in South Africa, Canada, USA, India and Hong Kong as well as the UK and was previously Managing Director of Balfour Beatty Rail and Balfour Beatty Civil Engineering. Mark Gibson - BiographyBarbara Young - BiographyAlan Jackson - BiographyIs Director of Purchasing, Royal Mail Group plc. Alan was appointed Director of Purchasing for the Royal Mail Group in January 1997. Since then he has led a team of purchasing professionals who's annual spend is in excess of £1bn. Prior to this he held increasingly senior positions in a number of European and US blue chip organisations in manufacturing and service industries. He holds a Masters Degree in Business Administration and is a member of the Chartered Institute of Purchasing & Supply. Stephen Gill - BiographyIs Vice President and Managing Director of Hewlett-Packard Ltd, UK and Ireland He is responsible for all country operations and oversees HP's four business divisions: Enterprise Systems, Imaging and Printing, Personal Systems and Services. Over the last 25 years, Stephen Gill has worked with some of the world's leading technology organisations to help develop and implement strategies that have delivered significant returns in both company performance and shareholder value. After qualifying as an accountant at PricewaterhouseCoopers (London), Stephen Gill worked for a number of global organisations - including Sony, Digital Equipment, Lotus and Ingram Micro Europe - before joining Compaq as Vice President and Chief Financial Officer for Europe, Middle East and Africa (EMEA). Stephen Gill's vision is for HP to lead the IT industry in the UK and Ireland. His main objective is to maintain HP's position as the largest, strongest and best technology solutions provider. Stephen Gill holds a degree in mathematics from the University of Surrey (UK). He is a non-executive director of BECTA, belongs to the CBI President's Committee, is a member of the Development and Technology Leadership Board of the Prince of Wales' Trusts, the City University's Technology Committee and Chairs the Technology Board of e-skills. George Martin - BiographyGeorge has almost 30 years' experience in earth sciences. Prior to joining Forum for the Future in 1999, George was MD of Stanger Science & Environment, Tarmac's wholly owned environmental and materials consultancy and was also Director of Environment for Tarmac Construction Services (now Carillion) then the UK's largest building and civil engineering contractor and multi-disciplinary consultancy with 15,000 staff and a turnover exceeding £1.5 billion. Whilst at Tarmac, George assisted with Tarmac Construction's environmental reporting and helped introduce the concept of sustainability into Tarmac by spearheading the launch of two pathfinder projects to test and trial The Natural Step (TNS) vision and its practical application. As such, he was involved with the design and construction of Princess Margaret Hospital in Swindon, now known as The Great Western Hospital. At Forum for the Future, George was concerned with pioneering sustainability work within the corporate sector including the development of corporate sustainability reviews and indicators and facilitating cross-sectoral stakeholder dialogue. Whilst at the Forum, George maintained his interest in the construction sector. He was a member of Sir Martin Laing's Sustainable Construction Task Group from its inception (1998) and has an ongoing involvement as a member of the Sustainability Forum chaired by Ian Coull. George also chaired the Steering Group for the CIRIA Sustainable Construction Indicators and Targets Project and is a regular contributor at construction sector conferences and seminars. As part of his contribution to more sustainable construction in the UK George is actively working with the 'Constructing Excellence' Team chaired by Peter Rogers and was a Board Member of the London Sustainable Construction Project. He is Chair of the new Sustainable Development Foundation, a not-for-profit coalition/alliance established to develop 'one voice' and integrated sustainable construction initiatives. In August 2004 George took up the position of Director of Sustainability at BRE whilst retaining a part-time role with Forum for the Future as an Associate Director. In this newly created position at BRE, George will help develop solutions that create sustainable buildings for clients. Following the Sustainable Building Task Group (SBTG) report, he is responsible through the BRE Trust for BRE's involvement in helping Government deliver the new Code for Sustainable Building (CSB) recommended by the SBTG. This includes an active involvement in the ongoing development of BREEAM and EcoHomes. He is the National Secretary for Business, Community and the Environment and a member of UNISON's Senior Management Group. In 1983 he was appointed the National Officer for Electricity. In 1996 he became UNISON's Head of Energy, with responsibility for both gas and electricity industries. In 1998 he also became responsible for UNISON's members in the Water, Transport and Environment Agency. More recently he has assumed responsibility for members working for the major private companies with public service contracts and the community and voluntary sectors. Mike is a member of the Energy and Utility Sector Skills Council and the Trade Unions Sustainable Development Advisory Committee (TUSDAC). He co-founded the Public Utilities Reform Group (PURGe), which campaigns to ensure that the energy and water regulatory systems pay due regard to the interests of employees as well as customers, shareholders and other stakeholders. Mike is a graduate in business studies and a Chartered Member of the Institute of Personnel and Development. He is a former Lambeth Councillor (Labour), where he chaired the Economic Development Committee. He has been married to Anne since 1970 and has two daughters Laura and Lucy. Martin Sykes - BiographyMartin's civil service career spans nearly seven years - Commercial Director posts in DSS then DETR/DTLR led to an Executive Director role in OGC, in 2002. Martin is also a non-executive director of OGC Buying Solutions. Martin Graduated in Mechanical Engineering from Liverpool University. A Chartered Engineer, he holds Fellowships in the Institution of Mechanical Engineering and the Institute of Purchasing and Supply. After completing an apprenticeship with Babcock & Wilcox, then spending 10 years with ICI in a variety of design, construction and project management roles, in 1981 he joined Esso Petroleum, eventually becoming Contracts and Purchasing Manager. In 1989 Martin joined Glaxo Group Research to lead all procurement, controls and contract management for the £750 million R&D facility at Stevenage and then moved to BAA in 1993 to lead the development and implementation of its procurement strategies. Martin was closely involved in the Latham Report and its implementation. He has commissioned research into world best practice through Birmingham University. He was a founder member of the Construction Clients Forum and, as a member of the Reading Construction Forum, was a contributor to 'Seven Pillars of Partnering'. Martin sat on the Board of M4I - the Movement for Innovation in construction and supported its Midlands cluster group. Martin is a Visiting Senior Fellow of Bath University School of Management.
