  • Level 2 qualification refers to achievement of 5 GCSEs A* to C, NVQ2 or equivalent.
  • The method of data collection for this indicator changed in 2004, therefore data for 2004 and later are not directly comparable with previous years.
  • In 1990, 52 per cent of 19-21 year olds in UK had achieved Level 2 qualifications. In 2007 the figure for 19 year olds in England was 74 per cent, indicating an increase generally.
  • Between 2004 and 2007 the percentage of 19 year olds attaining Level 2 qualifications increased from 66 per cent to 74 per cent.
