Level 2 qualification refers to achievement of 5 GCSEs A* to C, NVQ2 or equivalent.
The method of data collection for this indicator changed in 2004, therefore data for 2004 and later are not directly comparable with previous years.
In 1990, 52 per cent of 19-21 year olds in UK had achieved Level 2 qualifications. In 2007 the figure for 19 year olds in England was 74 per cent, indicating an increase generally.
Between 2004 and 2007 the percentage of 19 year olds attaining Level 2 qualifications increased from 66 per cent to 74 per cent.
