- Fuel poverty is defined as needing to spend more than 10 per cent of income, excluding housing benefit, on fuel to maintain an adequate standard of heating.
- In 2005, 0.6 million households with someone over 60 (7 per cent of such households) were fuel poor, down from 2.9 million households (43 per cent) in 1996. The number of fuel poor households with someone under 16 or with a long-term sickness or disability has also decreased.
- The total number of households living in fuel poverty changed little between 2004 and 2005.
