  • In the three year period 2003/4-2005/6, 21 per cent of pensioners in England were living in households with relative low-incomes before taking housing costs into account. This was down from 24 per cent in 1995/6-1997/8. After taking housing costs into account, the 2003/4-2005/6 figure was 18 per cent (down from 29 per cent).
  • Regionally, the East Midlands had the highest proportion of pensioners living in low-income households in 2003/4-2005/6, both before housing costs (26 per cent), and after housing costs (21 per cent) are taken into account.
  • Before taking housing costs into account, 19 per cent of pensioners in the South East in 2003/4-2005/6 were living in low-income households, less than any other region. After housing costs, the South East and South West were lowest with 16 per cent.
  • Pensioner poverty before housing costs declined or remained the same in all 9 regions between 1995/6-1997/8 and 2003/4-2005/6. After taking housing costs into account there was a decrease in all regions, with the largest being a 16 percentage point decrease in the North East.
