19 year-olds with Level 2 qualifications and above, 1997 and 2006

In 2006 three-quarters of 19-21 year-olds in England achieved to Level 2 qualifications or above (e.g. five GCSEs at grades C or above, NVQ level 2 or equivalent).
Regionally this ranged from 73 per cent in the North East to 81 per cent in the South West.
All regions saw an increase in the proportion achieving Level 2 qualifications between 1997 and 2006.
The West Midlands saw the greatest improvement with an increase of 7.9 percentage points, whilst the England average increased by 4.5 percentage points.
Note that the Labour Force Survey is no longer used to monitor educational attainment in England for target purposes.
