19 year-olds with Level 2 qualifications and above, 1997 and 2006

  • In 2006 three-quarters of 19-21 year-olds in England achieved to Level 2 qualifications or above (e.g. five GCSEs at grades C or above, NVQ level 2 or equivalent).
  • Regionally this ranged from 73 per cent in the North East to 81 per cent in the South West.
  • All regions saw an increase in the proportion achieving Level 2 qualifications between 1997 and 2006.
  • The West Midlands saw the greatest improvement with an increase of 7.9 percentage points, whilst the England average increased by 4.5 percentage points.
  • Note that the Labour Force Survey is no longer used to monitor educational attainment in England for target purposes.
