  • 5.9 per cent of English households lived in fuel poverty (based on income and heating costs) in 2004, down from 8.5 per cent in 2001.
  • The North East had the highest regional proportion of fuel-poor households in 2004 with 9.5 per cent of households classed as fuel poor.
  • The South East and London had the lowest levels, both with 3.9 per cent of their households experiencing fuel poverty.
  • Fuel poverty in all nine regions was reduced between 2001 and 2004 with the greatest reduction in the North West (a fall of 4.5 percentage points).
